Download the Perfect Uninstaller, install it.And then follow the instruction below:

First, you have to boot your system into safe mode to totally close all running program by pressing F8 at starting it up or by following the link below: How to get into windows safe mode . Then you can use “Force Uninstall” to get rid of it.

Please notice that you have to uninstall at least two directories in order to completely uninstall it for it always has two directories.The first one is  Apple Software Update which always comes along with the installation of Safari Web Browser.The other is  Safari.

Next, please directly find their directories in the hard drive where you locate them,such as C:\Program Files\Apple Software Update and C:\Program Files\Safari,and then right click the directories and select “Force Uninstall” to begin the removal.

After the two uninstallation processes above,Safari Web Browser will be completely removed from your computer.
